Temporary residence permit (TRP) in Latvia for real estate investments
A temporary residence permit is an official document allowing a foreigner to legally reside in the Republic of Latvia for a specified period. It can be obtained by purchasing and registering one or more properties in Latvia in their name that meet the established requirements.

Conditions for purchasing real estate to obtain a residence permit
To obtain a residence permit, the property must meet the following criteria:
Minimum cost and location
- In Riga, Jurmala or certain areas of the Riga region (Ādaži, Babīte, Baldone, Carnikava, Garkalne, Ikšķile, Ķekava, Mārupe, Olaine, Ropaži, Salaspils, Saulkrasti, Stopiņi) – one functionally connected real estate object (not a land plot) worth at least €250,000
- Outside the specified territories - no more than two real estate objects (each functionally related, not a land plot), the total value of which is at least €250,000
Other mandatory conditions
- The property must not include agricultural or forest land.
- The property must be purchased from a legal entity registered in Latvia or the EU/EEA/Switzerland (which is a taxpayer in Latvia), or from an individual with Latvian citizenship, Latvian non-citizen status, EU citizenship or a valid Latvian residence permit
- The entire purchase amount must be paid exclusively by bank transfer.
- There should be no outstanding property tax.

One-time payment to the state budget: 5% of the value of the acquired property (paid upon submission of the first application for a residence permit)

- Basic documents (for the investor)
- completed standard questionnaire;
- valid international passport;
- passport size photograph;
- a certificate of no criminal record from the country of citizenship or permanent residence (for persons over 14 years of age);
- a document confirming the availability of sufficient means of subsistence;
- confirmation of residential address in Latvia;
- a bank statement confirming non-cash payment for the purchase of real estate;
- a report from a certified real estate appraiser (if the cadastral value does not meet the requirements);
- a document confirming payment of the state fee.
- Additional for family members
- a copy of the marriage certificate;
- a copy of the child's birth certificate;
- notarized consent of the second parent (if the child is applying with only one parent).
Obtaining an electronic identification card (eID) after a positive decision
Within three months of a positive decision, the investor and their family members must arrive in Latvia to receive an electronic identification card (eID). If the deadline is missed, the decision is no longer valid and the procedure must be repeated.
Before receiving an eID, you must provide
A certificate from a Latvian medical institution confirming the absence of active tuberculosis;
Medical insurance policy for the entire validity period of the card.

Annual registration (eID renewal)
The eID card is initially issued for one year. To maintain the validity of your residence permit, you must appear in person at the Office of Citizenship and Migration Affairs (PMLP) 45 days before the card's expiration date.
If annual registration is not completed on time, the residence permit will be cancelled.
